Centre to invest Rs 10,000 Cr. in NE power sector
Guwahati, Apr 09: The Centre will invest Rs 10,000 crore in the power sector of the eight North Eastern states, including Sikkim, Union Power, said Coal and NRE Minister Piyush Goyal here on April 9. "The Centre has undertaken major initiatives in the North East for speedy implementation of power projects and I urge all the eight NE state governments to extend their support in this endeavour," said Goyal at the inaugural session of the Conference of Power, Renewable Energy and Minesheld.
The Centre has already approved a scheme for strengthening the transmission and distribution system in Arunachal Pradesh and Sikkim with an outlay of Rs 4,754 crore. The government has also approved another North Eastern Region Power System Improvement Project for the other six states in the region with an outlay of Rs 5,111 crore, including budgetary support of Rs 2,600 crore, the minister said.
There was also plan to restart the Teesta Hydro Electric Project in Sikkim with an investment of Rs 13,000 crore and this would be huge source of power for the entire North East, said Goyal. PTI

ITANAGAR, Apr 09: Nima Buri Philley of Dorjeeling village in a letter to Additional Deputy Commissioner, Mechukha alleged that Tachi Kochung along with a friend had physically assaulted her in her shop at Mechukha on March 30 last and lodged a complaint against her at Police station Mechukha.
The next day, she also lodged a complaint against the alleged assaulters and subsequently police has arrested Kochung. But despite severe injury caused to me, the culprit was released on bail immediately by the police authority and the police officer is also not providing me detail of the case despite my appeal for furnishing the same.

ANYA condemns arrest of BSNL officials
ITANAGAR, Apr 09: The All Nyishi Youth Association (ANYA) has vehemently condemned the unlawful detention of SDO (Telecom) BSNL Tao Tana and TK Mukhapadhya (Account Officer BSNL) by Chief Judicial Magistrate (CJM), Seppa Tageng Padoh over a trivial matter. ANYA opined that the CJM should have gone through the matter in detail as per the law before arresting officers to avert any constitutional predicament.
Further ANYA cited various past case of controversy related to CJM Padoh to raise question mark over his judgment capacity. "He was involved in a controversial case of arresting a lady Doctor on duty in 2013 at Aalo and the doctor community wore black badge to display their resentment against his illegal act. He was also involved in a poor boy Chemse Lama's imprisonment at Seppa a few months back. The matter was of downloading some videos and songs from the shop of the boy where the GM in civil dress arrested the boy after some arguments, thus again displaying his inefficiency and misuse of judicial power. Lama was kept under the custody for a whole month," ANYA added. They have appeal to the concerned authorities to look into the matter and initiate action against the erring CJM for his immature acts and depute a qualified CJM in his place at Seppa, East Kameng District.

Tuki calls for AFSPA review, says decision unilateral
NEW DELHI, Apr 09: Chief Minister Nabam Tuki has urged the Centre to urgently review the decision of extending the Armed Forces Special Powers' Act (AFSPA) to all the districts of Arunachal Pradesh bordering Assam. The Chief Minister called on Union Home Minister Rajnath Singh at New Delhi today and expressed his concerns at the Centre's decision to extend AFSPA to the peaceful districts of the state. While terming this decision as unilateral, he pointed that it was not taken in consultation with the State Government.
The Union Home Minister assured the Chief Minister to examine and review this decision of extending AFSPA in the state.
An official level meeting between senior officials from the state and the Ministry of Home Affairs will be held tomorrow in New Delhi as a follow up of CM's meeting with Union Home Minister for early resolution of the issue.
The Chief Minister highlighted that Arunachal Pradesh has been the most peaceful state in the NE Region with no history of home grown insurgency. He asserted that the three districts of Tirap, Changlang and Longding are insurgency infected as ultras from other neighbouring states and Myanmar operate in these areas.
AFSPA has been in force in these three districts since 1991 after they were categorized as disturbed area by Ministry of Home Affairs. It was subsequently extended to a 20 km belt in districts bordering Assam.
Against this historical backdrop of AFSPA in Arunachal Pradesh, the Chief Minister categorically denied the need for extending the ambit of AFSPA to border districts of the State in entirety as notified by the Ministry of Home Affairs recently. (CM media cell)
Ering urges PM to revoke AFSPA
Member of Parliament Ninong Ering today urged Prime Minister Narendra Modi to revoke the imposition of Armed Forces Special (Power) Act (AFSPA) saying that the measure will affect 13 lakh people of the state.
In a letter to Modi, Ering, the Congress MP from Arunachal East constituency, wanted to know the circumstances for which the draconian law was imposed in a state which was called 'the island of peace’.
The letter, a copy of which was made available to the media further said that tourism and development would get a serious setback as this was the only source for the people of the region.
No insurgent outfit exists here originally. Those who are operating in Tirap and Changlang districts are of other states and Arunachal has no outfits of origin, he said.
Teachers threaten to boycott exam duties in protest against assault
ITANAGAR, Apr 09: College teachers of the state have threatened to stage one day boycott of university exam duty on 13th April 2015 in protest against assault on one of their colleagues by a student. Arunachal Pradesh College Teachers Association in a memorandum to the Vice Chancellor of Rajiv Gandhi University decried that no strong action has been taken against the offenders by the university authorities and that University has failed to deploy observers to create an ambience suitable for the examination. It accused the Govt. and College authorities of evading their responsibilities in taking appropriate penal actions against such offenders which indeed have become an encouragement to them.
Dr. K. K. Rai, Assistant Professor of Mathematics of D. N. Govt. College, Itanagar was assaulted by one Ngurang Tati, a first year student for not allowing him to cheat in the exam on 7th April, 2015.
APCTA urged the university to debar the accused from appearing in future sittings of exams with immediate effect and also amend the relevant provisions of ordinance to authorize the college authority to take such actions at their level.
It has demanded stringent disciplinary action against the culprit as per the rules of the university.
APCTA while condemning the incident in the strongest possible term urged the university authority to initiate action which would be deterrent for future. The frequent misbehaviour and indecent verbal abuses by the examinees with faculty members inside the examination halls have become very common, demoralizing the teaching fraternity of colleges of Arunachal Pradesh, the teachers said while citing assault on teachers in 2013. Meanwhile, the APCTA, JNC Unit has strongly condemned the brutal assault. The JNC Unit expresses its shock over the fact that till now no student unions or civil organisations have come forward to condemn such an inhuman and heinous act by a student on a teacher doing the invigilation duty with all honesty.
Meanwhile in a similar incident in Pasighat, a member of the JN College fraternity was mercilessly assaulted by two unidentified students while, the former was on the evening walk with his wife near the Sibo Korong bridge near JNC Lower Campus Gate.

ANSU, ANYA demand immediate repeal of AFSPA
ITANAGAR, Apr 09: All Nyishi Students' Union (ANSU) today appealed to Union Minister of State for Home Affairs Kiren Rijiju to intervene in the Parliament for rollback of Armed Forces (Special Powers) Act, 1958 (AFSPA) from Arunachal Pradesh.
Opposing the imposition of AFSPA by the Union Ministry of Home Affairs in all the districts of Arunachal Pradesh bordering the state of Assam, ANSU said the people would face atrocity of armed forces if this Act be implemented in the state.
Stating that there are many drawbacks in this Act which is not good for the people of the state, ANSU also appealed to the Governor and state government to intervene and take up the matter seriously with President of India and Prime Minister respectively to revoke the decision to implement AFSPA in the state.

In a release ANYA stated that Arunachal is not a disturbed state and therefore imposition of AFSPA is useless.
"We are well aware about the routine violence perpetrated by the Army in the North East in the name of national security that including killings, fake encounters, rapes and other unlawful acts by the Army, thus misusing the AFSPA in the North East," the association stated.
Questioning, MoS Home Kiren Rijiju and government of India for showing step motherly attitude towards NE region in general and towards Arunachal in particular, ANYA sought to know the reason behind imposition of this draconian law.
"What were the incidents that lead to handing over large parts of state to army through
AFSPA? Where is the future of our mothers and sisters in particular? Won't this act
lead to a state of chaos in the days to come? Where was MoS Home Rijiju when this
decision was taken at Delhi," ANYA stated. Further they added, "We strongly condemn
the presence of Kiren Rijiju in the centre as a Union Minister, as his integrity
towards the peace of the state is questionable this time. Isn't he aware about the
incidents of rapes, killings, army excesses, arbitrary detentions, tortures and repressions

Tawang DC regulates LPG prices
TAWANG, Apr 09: Tawang Deputy Commissioner and District Vigilance Committee chairman, Abhishek Dev has taken to task the officials of Tawang Gas Agency for fraud in LPG prices.
In a meeting held here today, the DC reprimanded the gas agency staff for levying Rs 15 as home delivery charges. The meeting was attended by District Food and Civil Supplies Officer and representatives from Tawang Gas agency.
"The agency does not provide home delivery facilities to the consumers and are charging them for the service not provided is simply unacceptable", he said.
While directing the agency to cut off the supplementary delivery charges of Rs 15 per LPG with immediate effect, the DC said "This is an unwarranted procedure as consumers have to visit the gas agency personally for refilling". Dev further said that he would write to Indian Oil Company to put an end to such fraud.
Presently the consumers pay Rs 715 for per refilled cylinder whereof Rs 257.06 gets
deposited into their bank accounts as subsidy under the recently implemented Direct
Benefit Transfer for LPG (DBTL) Scheme. With this directive from the DC, cooking
gas will now cost Rs 700, down from Rs 715 previously, after the exclusion of the

AAPSU condemns attack on teacher, appeal teachers not to boycott duty
ITANAGAR, Apr 09: All Arunachal Pradesh Students' Union (AAPSU) has condemned the violence perpetrated by a student on Dr. K.K. Rai, the Assistant Professor of Mathematics at Dera Natung Govt College, Itanagar while he was discharging his duties as an invigilator in University Examination.

"It has been reported that the accused had assaulted the Professor with unspeakable cruelty and the aggrieved is severely injured and under medical treatment. Such conduct of student is not acceptable even to the Students' Community" said its spokesperson Tanya Agu.
The students urged the Home Minister and the Police Authority to immediately apprehend the culprit and punish him as per law. Any delay in the matter would create more resentment among the teachers and students as well, the spokesperson added in a statement.
Meanwhile, it appealed to the College teachers not to boycott the April 13 exam. We empathise with the teachers but boycotting the exam is not the solution, the statesmen added.
Meanwhile the All Papum Pare District Students Union (APPDSU) has strongly condemned the physical assault on the Assistant Professor. APPDSU urged the law enforcing authorities to take strict action against the culprit and book under appropriate section as per law and give exemplary punishment, so that nobody dare to repeat such inhuman act against teachers in near future.
APPDSU also called upon the vice chancellor of RGU to take appropriate action against the student. Union also assured to extent every possible help to the law enforcing authority to nab the culprits. Further, APPDSU appealed to the student's community of the state to maintain the respect relationship between teachers and the students.
AdiSU alleges encroachment of school land, demands early construction of Gandhi bridge
ITANAGAR, Apr 09: The All Adi Students Union (AdiSU) in a letter to the deputy director of School Education (DDSE), Upper Siang district requested him to take immediate action against alleged illegal encroachment of School premises by UD & Housing department, Yingkiong.
The UD & Housing department has illegally occupied/encroached a plot of land in the premises of boys’ hostel of Govt. Hr. Sec. School, Yingkiong, for construction of a working hostel for women, the AdiSU alleged. While opposing encroachment of school land, the Union appealed to the DDSE to take necessary action to vacate the plot and stop the ongoing construction work allegedly being executed by UD & Housing within 10 days. Failing which it threatened to launch agitation against concerned authority.
The Union also served a 10 days ultimatum to Execution Engineer, PWD Yingkiong for early completion of construction of Gandhi Bridge.
Expressing concern over the delay in construction of Gandhi bridge, the Union said keeping in mind that Upper Siang district is sharing international boundary with China, the bridge project should be given top priority.
In another representation to the Executive Engineer, PWD, Maryang Division, Upper Siang District, the Union demanded early completion of KVK building.
The delay in completion of the KVK building is directly affecting the farmers of the district, the Union said and urged the authorities to start the construction work within 10 days.
While submitting a memorandum to the SDOT, BSNL Telephone Exchange, Yingkiong, the Union appealed to the authorities to install additional High Capacity BTS and 3G Internet service and to improve the existing BSNL service in Upper Siang District within 15 days.
Minister reviews departmental activities
ITANAGAR, Apr 09: Activities of the Department of Science & Technology being taken up by the Arunachal Pradesh State Council for Science & Technology was reviewed in the meeting held today under the Chairmanship of Thangwang Wangham, Minister Science & Technology in the auditorium of Science Centre, IG Park, Itanagar.
Wangham highlighted the importance of science and technology for development of the state and as well stressed upon the professionals, employees to work hard towards disseminating the benefits, reach of science and technology among cross section of the society. He also assured to look into the demands of the employees of the council on merit basis.
Gabriel D. Wangsu, Chairman, A.P. State Council for Science & Technology, called upon the scientists to come up with new innovative projects, programmes for development of science and technology in the state thereby ensuring percolation of the benefits to the grass root level. He also emphasized on team work for achieving the very objectives of the council.
Talem Tapok, Secretary, Science & Technology, expressed urged the scientists, officers and employees of council to work devotedly and assured the all necessary support.
Er. T. Ronya, Director and Member Secretary, A.P. State Council for Science & Technology appraised the objectives, relevance of the council and requested the divisional heads to present the activities of their respective division. He also raised the concerns and demands of the employees.
Dr. Debajit Mahanta, Joint Director, A.P. state Council for Science & Technology in his presentation highlighted the activities of Science & Technology division show casing the various projects accomplished, under implementation and proposed to be taken up. His presentation included projects being carried out on study of wild edible plants and documentation of TKS on its utilization.
H.K. Dutta, Additional Director, Remote Sensing Application Centre well projected the vital role of Remote Sensing and GIS technology in planning and finalization of different developmental project, such as sericulture, Urban development planning, waste land management, Snow cover and Glacier mapping, etc.
Vivek Kumar highlighted the activities of the Science centre and how it is different from general museums. He also explained about the upcoming digital Space Theater and Innovation Hub, going to be an added attraction of the science centre.

Therefore primarily Homoeopathy has less appeal to man of mechanical bend of mind, for it is this man who makes the best surgeon. Instead Homoeopathy offers a gentler way to health of entire individual. Homeopathy never contemplates curing diseases by giving drugs in massive and repeated doses. Its object is to stimulate patient's life energy to cure by itself. Therefore it is never a question of quantity where a vital stimulus is employed, but precise selection of quality of drug is employed for purpose.
In my personal clinical practices I have experienced that homoeopathy has permanently cured few of my chronic Tonsillitis patients and saved them from tonsillectomy. NSUI celebrates foundation day
ITANAGAR, Apr 09: The National Students Union of India (NSUI) Arunachal Pradesh State unit today celebrated 44th NSUI Foundation Day at Donyi Polo Mission School for Hearing Impaired, Chimpu. The programme was attended among others by Kumsi Sidisow, Parliamentary Secretary, PHED & Water Supply, Rajen Nani, General Secretary, APCC I/c NSUI, Kamrul Islam Choudhary, National Secretary, NSUI Incharge, Arunachal Pradesh and all the NSUI members.
Tanu Nima, President NSUI highlighted about the programme. On the occasion former NSUI Presidents namely Honipa Sono Yangfo, Kafa Bagang and Kirbe Dulom were felicitated. In his address Kamrul Islam Choudhary called upon the NSUI to work with more energy and dedication and follow the ideology of Congress party. He also said that NSUI is always standing for the cause of Congress party.
Honipa Sono Yangfo and Kirbe Dulom, former Presidents of NSUI in their speeches highlighted in brief the history of NSUI and said that the NSUI is the right platform to develop leadership quality of an individual. They also suggested the NSUI team to create awareness camps throughout the State for the benefit of the students in particular and public in general.

He also appealed the Congress leaders to extend their full support to the NSUI to carry out various programme of the organization smoothly. He announced to contribute food items to the school and also gave assurance to contribute Rs. 1 lakh every year for the Hearing Impaired School. The students of the School displayed cultural programme on the occasion and the NSUI distributed fruits and sweets to mark the day.

Dictatorial attitude
In a move which may have serious ramification, the government of India has blocked foreign funding to Greenpeace India with immediate effect by suspending its registration for six months. The decision was taken by the Home Ministry after alleging that said NGO has prejudicially affected the public interests and economic interests of the country in violation of the Foreign Contribution Regulation Act. Government's action against the Greenpeace came in the wake of the Intelligence Bureau report on foreign funding of NGOs. The report charged the Greenpeace and other lobby groups with preventing economic growth by campaigning against power projects, mining and genetically modified food.
This move of Modi govt. will be closely watched by international communities’ as well human right groups. By bullying down Greenpeace, the present government is trying to send a message across to activists and NGOs to desist from protesting against economic decision of the government. They are wrongfully using IB report to harass those who dare to fight against powerful corporate groups. It looks like Modi government is working on behalf of corporate bodies and therefore clamping down on the dissent voices. Greenpeace has been at the forefront to fight for the cause of poor who get affected by setting up of polluted industries. It is unfair to target them like this. Government should understand that India is a democratic country and everyone has right to carry out their activities within the purview of Indian law. Such dictatorial attitude of government will be viewed with negativity by citizen of this country as well as by international communities.

Is it that hard to respect teachers?

Its been not even a month yet another incident of onslaught against a teacher. We have been taught in primary classes, “school is temple and teacher's our god". It’s really a shame for us that some students of our state are still not aware of the role a teacher plays in our life. They impart knowledge in order to enlighten us and to protect us from malevolence.
The fact that the students especially in the government college's/schools are still
exposed to act of defrauding by deceitful practices. Being caught, the students
get angry even if they know that his act is valid for punishment. Education is not
about only securing marks but practically implying our learning in our daily life.
Will the teachers get anything if they catch you red-
"Hard working is the key to success and failing is the part of our life but it is on us to decide giving up"

Deplorable education policy and the youths

The fact that the Standard of teaching learning process has gone down over the years after Arunachalees have taken over the reign of administration of education department is known to one and all.
To add to this, the former Education Minister Mr Kapil Sibal has introduced a "No Detention Education Policy" under which student’s upto class VIII cannot be detained in the same class for two years. In other words, there is no fail system upto class VIII. This is a boon for rural background students because they are used by their parents for household works like collection of firewood, as baby sitters including cooking etc. As their promotion to next class is assured they have no reasons to attend class regularly and as a result their academic standard is very low. Also, it is well known fact that in class X and XII examination copying has become order of the day except few centres like Govt. Higher Secondary school, Ziro and hence under this system of education whoever is admitted in a school is sure to pass class XII irrespective of whether or not he/she posses the required standard. Now, these group of students who are product of bad education policy whose academic standard is supposed to be very low will continue to create such problems as has happened with Assistant Professor, Dr. K K Rai while trying to acquire degree by hook or crook. And this is the beginning.
The larger hidden issue that we need to foresee is the accumulated end result of this education system. In our society, class XII pass students are treated as not mere literate but educated and intellectual and hence they cannot work with their parents in the field and stay in the village. Instead they need a white collared job or become a business man. Hence they will search for government job or trouble government officers for supply orders to make easy money. In order to get importance, they will head an organisation as a President/Secretary.
Some of them undoubtedly will be successful in their attempt in getting Government Job through backdoor means and still others will settle down as respectable businessman but majority of them may not be so fortunate. Under these circumstances, possibility of evolving of unwanted elements in our society which i don't want to specify cannot be ruled out. Therefore, need of the hour is to abolish the "no detention policy" so that our students who cannot qualify in the examinations can accept the reality and settle down as successful farmers in their villages instead of roaming around with false ego as learned unemployed.
In order to address this issue our society must do justice to all educated unemployed
youths equally. The way forward according to me is to strengthen the APPSC in terms
of both infrastructure and manpower. Thereafter all recruitment examinations of all
departments should be conducted by the APPSC except for group “D" posts. Also, APPSC
should conduct Arunachal Pradesh Combined Competitive Examination( which I attempted
but could not materialise due to government pressure for acute shortage of officers)
once every year by keeping less number of posts so as to get the creams of our society
into APCS in one hand and to afford opportunity to all graduates of all time at least

AFSPA will lead to disaster
Dear Editor,
Let’s raise our voices in the strongest terms possible against the Armed Forces (Special Powers) Act, before it’s too late. We must not let this Draconian law enacted in our Motherland. We need special protection against the exploitation of our natural resources and illegal influx of refugees, not Armed Forces Special Powers Act. Government of India cannot compare Manipur and Kashmir with peace loving state like us.
The very first law of AFSPA is that “ after giving due warning, officers can fire upon those acting unlawfully, even if it causes death, for the maintenance of public order “. I would like to ask MHA, on what basis your ministry is imposing Draconian law on us.
So far, I have not seen a single army man being killed on duty in most of these border districts, except two. Then how you are bringing this law in all the districts bordering Assam. Do you want to invite one more Kashmir like situation in this region? It’s really difficult to digest this unwanted treatment given to our people.
I would like to cite one example, once three friends were driving towards Itanagar from Naharlagun. There was a barricade all along the highway because of day light robbery at Naharlagun. Unintentionally, we crossed first check gate and were approaching towards the second gate, by that time they have already informed the second gate to be alert. When we reached there, all of them were pointing the guns towards us. I supposed, if this Draconian law would have been enacted at that time, we would have been shot. We were not criminal, we were just a college student at that time. This is just exactly happening in Kashmir and Manipur.
You cannot compare Manipur with Arunachal. We do live carefree life, that doesn’t mean we are irresponsible. Sometime we do silly things just for fun, that doesn’t mean we have the terrorist mindset. Sometime we do lack seriousness, breaking traffic laws for fun, that may cost our life in this case. So far, I have not seen any Arunachalee with a deathly terrorist tag. So why impose the draconian law on us?
Our beloved Prime Minister has been reiterating time and again that we need to reduce unnecessary laws enacted by successive former government. He said this at the floor of the parliament, needs to take out one law each day, so that the poorest of the poor don’t suffer under these Acts. What happened to MHA? Are they listening to PM? If they don’t listen to our voices, this would surely lead us to disasters.

There is no place for AFSPA in Arunachal
Dear Editor,
Through your daily, I would like to urge my fellow citizens of Arunachal Pradesh to raise your voice against the extension of the Armed Forces(Special Powers) Act in our state. This Act which had and has been implemented on states like Assam, Manipur, Kashmir, Punjab(chandigarh) have seen more civilian deaths, destruction of property, violation of human rights and other acts that are of concern than tackling militants and crimes. This Act is actually for situations that are highly unstable and when the state jurisdiction is in crisis and the administration fails. Our state is neither a failed state nor the situation is too tensed unlike in Nagaland or Manipur or other areas which need this Act. This Act has been criticized by the United Nations Human Rights Commission back in 1991 and was even termed it as Dated and Colonial Era Law' which has no place in a democracy. Many other union bodies and NGOs too have shown their disagreement regarding this Law.
So After getting the idea of what this law is, why should we stay quiet and let our state be bullied by the people who talk with bullets and muscles.
Irom Chanu Sharmila of Manipur who has been in protest against this Act should be seen as an example. Urging my fellow denizens to know what this Act does to the society and avoid being a victim of this dreadful Act. The term Draconian has not been tagged for no reason.

AFSPA should be implemented in Capital Complex
Dear Editor,
Recent uproar in media about implementation of AFSPA in our state is good up to some
extent. But as per criminal records & financial mismanagement of state, it is genuine
as off late many media houses & senior citizens, even elected representatives complained
about presence of militant groups in capital region. Shelter to them is given by
politicians to seek their support in hours of political crisis. Not only this, bank
robbery is common in capital region since 4-
We have also gone through many reports in local & national newspapers few years back that top politicians of our state often give separate fund from public exchequer to militant group for their support in times of political crisis. So AFSPA should be implemented in capital region for the next 15 years.
